Human capital

President Julius Maada Bio of Sierra Leone told the Philanthropy Summit how he had staked his whole presidential campaign on the need to develop human capital.

He also talked about his own humble beginnings, how he had started school in the village without being able to afford a pair of shoes. When he eventually became president, one of his first policies was to scrap tuition fees for every child from pre-school to high school, despite the cost.
